Clinton made it happen like he made a lot of good things happen. This is a liberal lie, just like the one during the campaign in '92 that asserted that Bush created "the worst economy in 50 years". It was a business cycle. Period. Where the economy is concerned, Clinton was the luckiest man ever to occupy the White House. The extent of his involvement was, along with Begala & Carville, to lie to the American people (the one thing these idiots knew how to do) repeatedly, until the American people BELIEVED he had taken a horrible economy and made it better. Aside from that, he begrudgingly implemented part of Gingrich's Contract With America that had progressive economic concepts. Just lying liberals, that's all it was.
