You are focusing on only one issue out of many possible ones to discuss (another could be his support and personal funding for Democracy and Free Markets in Eastern Europe, for just one significant example....) But, if you simply wish to focus on his views regarding Israel's policies... it sounds like all he is saying is that 'perceptions matter'... so we must be careful of perceptions... which is, of course, true.
