the same reason that CLinton had all those last minutes laws signed...He knew that signing them any earlier in his term would have killed the economy, that was already faltering under his last term.

He certainly had opportunity? Could it be that Kyoto was just a bad treaty that would have unduly burdened the US economy?

The Senate, at the time, voted 95 to zero against the Kyoto Treaty. Clinton said he would sign it, knowing full well it would not pass the senate and he, therefore, would look nice to the rest of the world. Teflon BillThe Coward.
