It says...In Windows NT/2000/XP, you must have Administrator privileges in order to install the ActiveX control. .

If you're running XP Home at home or XP Pro at home chances are you've got administrator privileges.

You should be able to run it.

If your machine is administered by someone other than you and they have restricted your usage, you won't be able to use PCPitstop. If you can download and install applications or change security settings you have admin rights. The sight works fine with XP.
