Guess what, it didn't sound so bad coming from Mel. Foreign affairs can really be easier with a personal relationship. We need to leave our FA Officers in one area their entire career. Run them back and forth between the ME and DC, for instance. They get to know, as young people starting out, the leaders we will be dealing with 30 years from now. It really pays off. We have Department Heads in the CIA that do not speak one Foreign language of the area they supervise. Dumb.
