Interesting point. A related question is what are the drinking/transportation habits for the highest and lowest regions.
A case study:

obviously the transportation of the beer is of the upmost urgency. The question being if the "beer" rescurers had not survided would thay have been listed as transportation deaths?
With temperatures reaching -27C, the rescue mission was fraught with problems.

Highway signage. Poor marking can result in sudden, unexpected lane changes and accidents.

And road maintenance would affect accident rate.

This thing has gotten a whole lot more complicated!
