So the deficit will 'plummet' to 'only' $250 billion and it will only take 5 years?

Lets take a linear path to that target:

$500 billion last year
$500 billion this year (assuming it's that low)
$450 billion 2005
$400 billion 2006
$350 billion 2007
$300 billion 2008
$250 billion 2009

That is a total of $2.75 trillion added to the national debt which started at around $6.3 trillion before last year. Thats a 43% increase in 7 years.
