It's what PNAC's stated aims are. IMO, the NeoCons are a bunch of guys who couldn't get attention before in their lives and have found an idea so radical and offensive that it put them on the map.

That Shrub has been pushed around by them, Rove, Cheney and everyone else in his "inner circle" is to his eternal shame.
