I guess the answer depends on which side of the fence one is sitting on. Under US tax laws, US companies that have operations in other countries don't have to pay tax on the non-US profit, until that money comes into the US from the other countries. So if a multinational company chose to re-invest the local profits into the local economic situation, the US may never see the tax being paid on that profit.

Which seems kinda fair. Excepting that a US citizen's personal global income is taxable by the US.

Any "incentives" offered by the government do nothing but cause distortions and inefficiencies. The only incentive business needs is the incentive to survive.

To take away unrelated incentives would be punitive and counterproductive.
