Every aircraft carrier, every office building, every harbor dredged by the Army Corps of Engineers, every spy satellite, etc. qualifies. I have no idea how to quantify it all. The main idea is that there are expenditures worth making that will enhance productivity that are better to borrow for than to take out of current revenues. Few people can even afford the price of a college degree without borrowing, and it is not worth waiting until one is forty, and it is ultimately worth the interest to obtain the marketable skills. Even that is a capital improvement, which is why it makes sense to subsidize the talented but poor in getting an education.........
