No, the emphasis is not on solidarity but on making Muslim girls fit for the society they are part of. They are raised in an environment where they often don't learn the language of the country they live in. It continues throughout school and ends with their unability to join the job market. It creates tensions if there is a big block in an age group which separates itself from the rest. BTW: many Turkish representatives in Germany support the headscarf ban.
