Numerous studies have documented the fact that, regardless of income levels and across a wide range of illnesses, blacks and other minorities have less access to medical treatment and the treatment they do receive is often substandard.


Read that carefully, and tell me where they compared services at each economic level independently; with comparable no. of whites and blacks. He said the opposite. He is saying that if you took 1000 white guys, regardless of income levels, and 1000 black people, regarless of income levels and checked their medical treatments, across varying illnesses, the white guy, on average, got better treatment. From what I know about visits to hospitals, one of the first things they ask, when you go to receiving, is fill out your insurance info, or who will pay for the service. If you have no insurance, or can't afford to pay, then they will tell you the free services the gov. offers. So of course, the black people got less service, because a higher percentage require the gov. to pay, and the gov. doesn't cover as wide of a range of services as most insurances.
