No, the proposal wishes to document ILLEGAL aliens in our midst and enter them into a worker program. If they stay in that program with a job I believe its for 6 years they can apply for citizenship. After a period of time, those who did not sign up for the program will be deported as they are found. This gives the ILLEGALS incentive to LEGALIZE themselves. This gives the USA the opportunity to regulate this stuff, collect taxes, and insure these people are paid a proper wage. Right now ILLEGALS cant even be assured of getting the MINIMUM wage as the law does not protect them. jdn

The program puts in place a way for those who have come here illegal at present to become legal. It also provides a means for others to come legally. Reality is there is nothing one can do to stop the flow of folks who wish to come to America. Now if my symantics confused you, well I thought you were a lot smarter than that. Breaking the law is gray. The 18th was repealed to reward all the criminals according to the argument about rewards. Raising the speed limit above 55 was about rewarding criminals. Laws, rules regulations are put in place to define a state of perceived control and/or as a case of morality. Immigration is not a moral issue, it a process control issue. The President speaking to the issue now before the election is about outstanding character.
