IMHO it wasnt lights that were flashed but weak responses. If you are old enough, you must remember how the USA was called by many foreign nations the PAPER TIGER. Thats cause they knew we had it (weapons), but they felt we wouldnt use it. So long as Bush remains in office there will no longer be any doubt about our RESOLVE nor will you be hearing that term applied to the USA. jdn

ps: Now the world sees the UN in that manner. Thats why there edicts are hardly worth the paper they are printed on. Too bad, it was a great concept, but it fell apart due to lack of resolve.

I'm not sure how you got on the Iran-Iraq War, but now that I know which war you're talking about, you are right, it started in 1980. Iraq invaded Iran but the reasons are still not clear according to:
