Being indignant about Bin Laden in 1995, before any Al Qaeda attacks is equivalent to wondering why Churchhill didn't arrest Hitler in France at the close of WW1.

1. Al Qaeda was known to have planned the 1993 attack on the WTC and had Clinton not been so concerned about politics he would have gone after bin Laden then and there.

2. Churchill recognized the threat posed by Hitler years before anything was done about him, and used everything within his power to try and prevent Hitler's rebuilding of Germany's military machine. Had Churchill been PM a few years earlier the Nazi's extermination of millions of Jews likely would never have happened.
