No! we wouldn't be justified (in my mind) unless our hands were clean. We would need to implement the hands off policy before we could take the more severe defensive measures. Further, I am not talking about nukes. Those would only be used when it is a situation calling for MAD.

my libertarian views extend to foreign policy as well.
