It is your money, but when you donate it, you take a deduction from your tax obligation, which comes out of the General Fund. The rest of the taxpayers have to make up the difference if the budget remains the same.

In the example I give you, the money leaves the country altogether and the Americans are stuck with the deficit.

In effect, your donation comes at the expense of the remainder of the taxpayers.
