The canadian approach has been to legislate against 'hate speech', the issue came to a head thanks to an anti-semite named Ernst Zundel .... trying to draw the line is hopeless, the attempt to do so stems from old limits on freedom of expression as evidenced in libel/slander law .... i'm among many here who greatly prefer the US model, 'give em rope enough and they'll hang themselves', let the nazis/KKK/whatever go at it, and laugh at them, humour is a far stronger weapon
