stockman_scott, the only issue that Bush can go on the offensive is the issues of security. With Kerry this will not be an issue. he knows what is it to go into war, he knows what it is to look the eyes of a parent, a spouse etc. and tell them as President he has exhausted all means before sending their beloved into war. He knows how to fly onto the deck of a aircraft carrier. Now issues that he will have to defend is his record on job creation, education, healthcare etc. He cannot attack since he is running on his record. So I think he cannot attack his opponents past since he has to defend his as a President.
