I am sorry they were. Most probably Bush Sr was, as well.

The point is: Bush Sr's responsibility to his own country and his own citizens comes first. I am not surprised that he chose to protect Americans and the US from a costly and dangerous future laden with uncertainties, and did not worry too much about the expectations of the Iraqi people.
