Then the gov't stops the deficit spending. So what keeps the wheels whirring then? All that made them spin in the first place was gov't spending.

BLS deals in facts, after the facts are in. CBO in guestimates based on computer models. What if! I agree with your Keynesian argument to some degree, but much if Bush's budgets were make ups from the starvation of certain segments of the government under Clinton, such as the Defense department, other of that spending was for Homeland Security and other unusual expenses. I don't justify all of the spending but politics does enter into it. give here to get something there.
