If Hamas is planning and carrying out terrorist act (and they are) then their leadership is a legitimate target. Some thought should be given before going after such targets (if you don't kill them might negotiation be possible no or later, it you do kill them will they become "martyrs" and just make the situation worse), so you shouldn't always go after such targets but they are not illegitimate as targets.

Israel says the barrier is essential to protecting Israelis. The Palestinians say the barrier, which juts into the West Bank to include Jewish settlements, is an attempt to solidify borders without a peace agreement.

The settlements won't (for the most part) be removed without a peace agreement. If such an agreement doesn't seem likely then they will have to be defended.
