Rome-Gaul, England and my favorite Ire-land (land of the angry) England-India France-Canada Spain-most of the world US-Phillipines US-Cuba US-California US-Texas But for years, with enough might and vested financial interest you can, for 30-50 years at a time, or sometimes even more as in the case of the Spanish, English, Romans and America. The last two listed above are works in progress where porous borders are unable to stop formerly open migration form occuring. Do you suppose there was an "illegal alien problem" in 1850 California? Or 1840 Texas? Probably not. The disparity between the south and the north parts of North America is what makes us have that problem now. As long as we refuse to fix that, we are doomed to have a flood of humanity, hoping to profit from the economy of the North.
