I don't recall Saddam asserting he had WMDs. I recall him denying it

...while obstructing the inspections, refusing to account for tons of material known to have previously existed, retaining major BW programs until Hussein Kamel defected in 95 and spilled the beans, and generally giving every intelligence service, his neighbors, and his own generals the impression that he retained WMDs. Accompanied all the way by defiant rhetoric and attempts to cook up trouble.

Whether he did this merely from pride or as a calculated show of strength, you can decide.
