Well no, not strictly. I had in mind that it was an example of igoratio elenchi, but now that you mention it, it's also a non sequitur. But though all ie's are non sequiturs (by definition, in the sense that logically, they don't follow the argument being refuted), all non sequiturs aren't ie's.

IE's are often motivated by the desire to obfuscate an issue. It seems to me that non sequiturs are usually just sloppy thinking, or playfully intended, or from absentmindedness. Sometimes they're just a style.

OMG that must have been boring. It wasn't to me, though.
