That's among the top reasons, that suppression will drive hate speech underground where it will fester in less visible and more dangerous form .... augmented by a perception of its speakers being handed moral high ground on freedom of expression

Incitement to riot - there's a line short of this on which we all pretty much are agreed, no doubt every nation will have a prohibition in its laws .... where the line is drawn exactly will vary of course, according to societal mores on freedom of expression, partly, but also according to circumstance .... it's probably more the interpretation that depends on circumstance, with legislation and precedent having a wide enough scope to accommodate any situation
