Show me where there a UNSC resolution that states what conditions the US, or any other country, had the right to wage war against Iraq during Desert Storm.. Hint: UNSC 678 was the "authorizing" resolution for Desert Storm. Yet, even in that resolution, the UNSC DID NOT DIRECTLY ORDER military action against Iraq. Yet, they "recalled" all of its previous resolutions as precidents for 1441, including the ones explicitly referred to and cited specifically, AS WELL AS IMPLICITLY CITING UNSC 678 .. Thus, the same "casus belli" that engaged UN members in combat against Iraq in 1991, "to restore international peace and security in the area", is the same one that authorized action against Iraq for 12 years, and finally, in March, 2003. This should be common sense for most people Sam.. After all, the cease fire of 1991 (UNSC 686) dictated the terms for maintaining a cessation of hostilities. Hostilities could be avoided so long as Iraq remained in compliance of its disarmament obligations. But Iraq never came fully into compliance. And under 1441, they were declared in material breach, launching a 90 day window for Iraq to COMPLETELY reveal the status of its WMD program and fully account for all inventories of such weapons and programs. Iraq failed to comply within those 90 days. Thus, UNSC 678 was triggered once again and hostilities recommenced in order to restore peace and regional stability. But no where, in ANY UNSC resolution I've ever read, has the UNSC ever directly mandated the use of military force. That would, in fact, constitute a usurption of the soveriegnty of each UN's members, telling them that they had to engage in military action.. Think about it Sam... Do you want the UN deciding who to wage war against, obligating each and every UN member to participate in that war? This is what France, Germany, and Russia, were trying to do when they called for the US to seek permission to use military force against Iraq. The "ermission" was already in place through UNSC 678.What the UN does is LIFT THE PROHIBITION on the use of military force, leaving it up to individual members as to whether they wish to use military force or not. And that's what UNSC 678 did. And it's never been rescinded.. But it has been "recalled", or cited as a precedent authorizing every UNSC resolution against Iraq since Desert Storm. Hawk
