he wasn't exempt from the draft. He had the option of leaving, which is different. If he remained in country (US) he was suject to the draft.

Canadians do not need visas to enter US which would be fine if their immigration laws would be up to US standards. But it seems that deported fellow had dual citizenship from syria and Canada. And Syrian citizen should not be allowed to enter US without Visa
