2% increase/year in taxes not 2% increase per year in assessment. Big difference.

So say you paid about $600 in property taxes in 82.

10 years later, with a 2% annual increase... you are slightly above $700. in property taxes. 2% per year.

You can't blame CA legislation for this mess, it was a grandstanding "mad as hell and not gonna take it anymore" typical no tax politician behind it. Kinda like the Bush supporters here, people all too willing to shift their tax burden to the young because, well, they are "mad as hell".
