New 52-week high: When small-cap institutional investors purchase large open-market positions in Bulletin Board companies, it can be a leading indicator of promising growth prospects. When they acquire over 10%, it usually means that somebody sees a significant opportunity. Last week, Kingdon Capital, a New York-based hedge fund, made a regulatory filing indicating that it had acquired over 10% of the stock of BIO-key International (OTCBB: BKYI), a leader in finger-based biometric identification. The stock has recently broken out in a substantial way, as shares are up 36% this year on heavy volume. BKYI rose 4 cents last week, closing at $1.62.
