I think the production levels of palladium are somewhat higher, but in general the rarity level is comparable.

100 oz x $250 = $25,000 per contract (if my memory is correct)

Although the size is a subjective issue, the cash value of a Pd contract is considerably smaller than a gold or silver contract.

Tokyo Pd contracts are much smaller (about $4,000/contract), but that results in higher commissions costs.
