Carl,
Naked shorting in the US is illegal. This can only be done in Canada or with some other off-shore account. Some of the Vancouver brokerage houses were notorious for this type of activity. To me, naked shorting is like stealing since you sell something you do not own, and have no intention of paying for in some cases. This loop hole should have been closed long ago.
