OK, ask me some questions and I'll answer them. I didn't find any questions in your post but I'll comment on a couple of items.

Whatever Europe means is an important part of your questioning...

I don't see the importance but I'll play along in the hope that it will become clear. Feel free to pick a specific country if you prefer that to talking about Europe. Pick any country. I don't think that the country you pick will make any difference in my answer but perhaps you have something in mind that I'm not seeing.

Of course they should if it involves treaties and/or their best interests are involved.

I don't understand that. How can it be in a country's interests to turn over to others the determination of its best interests? I wouldn't give a blanket power of attorney to someone who doesn't love me as much as he loves himself, whose judgment I don't trust totally, and then only if my situation were so dire that I had no other choice but to name a proxy. I have given a medical power of attorney, but that only kicks in if I'm incapacitated and can't decide for myself.

I know. I'm not supposed to ask you questions until I answer yours. So feel free to defer your answer to that last question. <g>
