This is one proposal from Bush I like a lot. We need to get more people into investments as billions of middle-class workers come online. Wages growth < investment growth.

I would say let WS come up with something creative (and I mean this in a positive way!) to handle the transition cost.

Can't they float a bond - interest rates are low. Can't they create an investment vehicle of sorts to cover this short-term transition cost. It's a short-term issue, whereas the long-term would generate more because it would have the advantage of the growth that time assists. They should be able to figure this out.

Currently they don't use time to grow the funds.
