Ah, yes, but Fox is NOT PRI- -the banditos who have run the Mexican gov't since about 1921. First time a non-PRI'er took the Presidency. If they can keep it out of the hands of the PRI for a while, they may actually end up with a democracy. THAT could do a lot to root out corruption. But the Mexican people will have to face up to the fact that they must pay the cops decently. NOTHING is more expensive than an underpaid cop. And I expect Fox will only limited success in rooting out corruption. It will be a process of years,
