Not only that, they were actually building them in their back yards. A neighbor's son and I used to ride our wagon down the side of their bomb shelter (it was kind of half buried making a flat topped hill about 4 feet high). My friend's dad would chase us away saying that the wagon would leave marks in the grass and the russians would be able to see that there was a shelter and target him explicitly. (I wonder if I could find that house on the aerial photos, it should be right about here:) terraserver.microsoft.com
