A baby feels hungry its not really an act of judgement. A horse feels hungry and can be scared or hurt.

Perhaps a baby recognizing its mother could be called an act of judgement but I'm not sure its really appropriate even then. I'm not sure that I would call the mental process involved "judgement".

Of course "a baby" can mean a new born or a 1 year old. I was focusing more on the earlier end BTW. Also I am thinking of this definition for the word judgement - "The act or process of judging; the formation of an opinion after consideration or deliberation."
