Well of course the situation on the West Bank is completely different from Iraq. There, the UNWRA personnel are working with the terrorists, and they know that the terrorists won't be trying to kill the UN guys, and neither will the Israelis. So all they have to worry about is being caught in a cross-fire.

In Iraq, the terrorists are actually attacking the UN, and cannot be accomodated, a situation that the UN personnel are not used to dealing with. So naturally they do what the UN generally does when the going gets tough - they run away.
