Bush's tax cuts have cost charities one billion per year. Not as much incentive to give to charities anymore. That's a fact. Bush's faith-based BS is just that. He knows the programs will never pass because they're illegal but he puts them forth anyway just to try and pry loose a few black church voters and kiss right-wing christian butt. His own Methodist church calls the faith-based initiatives bad ideas. Like No Child Left Behind (a big misnomer) they introduce the federal government into church business and vice versa.
