That's not deterioration; that's a vast improvement.

I see a few issues as possibly hurting Bush.

The jobs situation.
The iraq situation
The immmigrant amnesty bill.
The mars mission idea.

#1 will just result in people who were going to vote Dem anyway, still vote that way.
Same for #2 as #1 but also some moderates / independents will likely sway toward the Dems because of this. But some moderates and independents will be stronger for Bush as he is percieved as being strong on natl security, where the Dems are not, except for Leiberman.
Many moderates and conservatives are angry about # 3. Who knows if it will be enough to affect how they vote.
#4 would just be a clincher either way, dont see it as being a key factor by itself.
