"I bet he got a bonus or at least an increased budget for spending that extra money.... " Yup he was seen as a great public service. At the second position I had, I taught a low-paid secretary to do a task that was previously done by highly-paid employees. She did a great job, and really enjoyed having some challenging work to do. My immediate supervisor reprimanded me for it, and forbade her from doing such work. I couldn't wait to get out of the government, it was sickening.
