I think that article is misleading, russ. Relatively speaking -- energy costs down there are very low -- that's the reason they go down there in the first place.

It is one of two things -- 1) a way to pressure Brazil -- to get still lower prices for energy -- or 2) cover for the fact they are not now projecting demand that requires the plant.

I tend to think the former ...
