A lie. The recession started in March 2001, not on CLinton's watch. The GOP have been spinning this C"Clinton recession" lie for a long time as a desperate excuse but it's all BS. The market started going down before Clinton left office but the recession itself didn't start until four months after took "won". At that time, Bush-Cheney were actually talking up the recession, while at the same time planning to drain the treasury and invde Iraq for the oil. They would have kept up the energy crisis gouging too but Jeffords switched parties and stopped it.
