"...(look how people react as if 9/11 was ancient history, or not an act of war)." 9/11 was a criminal act performed by a bunch of thugs. Bush and co. has elevated them to something that they are not. Bush has also re-enforced the perception that Al-Qaeda is something more than a mafia-like organization by attacking Iraq.

Decides to remain seized of the matter and to take such further steps as may be required for the implementation of the present resolution and to secure peace and security in the area." The UNSC (and not individual members) is seized of the matter after 686, 687 "to secure peace and security in the area". Any other interpretation is ignoring 687, 34. And that's why both administration (Clinton, Bush) requested (nota bene) the UNSC to authorize "necessary means" after UNSC 687 again. The "requests" is proof per se that no authorization was uphold by then.
