The conclusion is "There was no underhand strategy by the Government to name Dr Kelley"

Which I agree was probably true, the government was between a rock and a hard place because otherwise it would have been accused of a cover up.

-but I think if the words "to name Dr Kelley" was left out of the above statement, then that would be a direct lie.
