Logistically probably couldn't happen....Arlington funerals are military affairs and therefore controlled by the government. A body is delivered to Arlington and a military funeral starts and ends there. So I don't think it's a question of cash. A dead soldiers parents could, I think, have a private funeral procession pass by the WH on the way to Arlington.
