Of course it can. Because UNSC 687 is of later date.

UNSC 687, 34: [The UNSC] "decides to remain seized of the matter and to take such further steps as may be required for the implementation of the present resolution and to secure peace and security in the area."
Ongoing 687, it's up to the UNSC to decide about necessary steps and time to apply them.

I hope the day will come when a majority of US citizens will realize the UNSC having acted more wisely than their administration.
