Now about those MWD's. It is so simple when properly approached.
1. Chemical dispersion bombs are untrustworthy, undependable, and affected by climate. Injections and chemical suits can protect people
2. Biologicals are extremely hazardous to make and employ,
and can blow back on the user if the wind is wrong.
Plagues are mostly slow acting, and perhaps Saddam did not like protective 'shots' ( Maybe we could test him- see if he is protected)
But Saddam could think big- and what is more powerful and effective than a nuclear tipped missile?
So that is where he was headed, and he ditched the other WMD's and wanted the UN to leave so he could get on with the show. (we will find what happened to the other WMD's someday)

What are the indications that nukes were his goal.?
1. He continued to work on long range( and banned) missiles
right up until the war started, and the UN managed to destroy part of the supply before they had to leave.
( I assume you have read about the larger diameter missiles, the more powerful engines he continued to develop)
2. He asked one scientist to hide and keep the trigger parts and plans for nuclear devices. He probably asked many more to keep their work also
3. He never permitted a scientist to taken from the country for interviews or to be interviewed in private (always a recorder present if not a person).
4. He was lacking the bomb part, and he could get that in several ways. He could buy it from N Korea who was desperate for money, he could pay some criminal to steal a Russian warhead, or he could build one in Iraq.
He had made much greater progress on nuclear materials in 1991 than anyone had expected, and therefore had the plans.
If the inspectors had left, he could merely have replaced
those hundreds of drums of yellowcake with enriched uranium right under the eyes of our surveillance planes
and gone to work in the same factory and no one would
notice anything unusual or suspicious going on.
If that was was his concept, then other activities would fit right in. Like the buying of 10,000 high strength aluminum tubes which may have been intended for centrifuges, and the (unconfirmed) attempt to get enriched uranium from Africa.
In Summary:
I think Saddam changed direction and concentrated missiles to carry nukes. I would not guess whether or not he made portable WMD production trailers or destroyed the old WMD supplies.

And a question is this.
If the UN Inspectors had finally given Saddam a clean bill of health what would have happened to the no-fly zones.? To the underground prisons and torture cells?
