It's about unnecessarily bureaucratic solutions to nonexistent problems of soldierly jollies.

Actually it's about the impression "soldierly jollies" make on the local population. Those jollies, more than anything else, were responsible for the withdrawal of conservative local support for US bases in the Philippines, and the resulting loss of two major forward deployment platforms.

They've gotten a bit smarter now here... troops here on training are under strict orders to stay well clear of booze and hookers. Makes a big difference in local perceptions. The last thing you need in these places is video clips of barfing drunk pinks draped over barely pubescent hookers appearing on local TV.
