Noel,

Although the 'Mafia' and other organized crime syndicates have killed far more, that is largely due to the time involved. To get these totals you have to look at decades of statistics.

Do any 'other' organized crime outfits kill just for the sake of killing? Or were their crimes largely confined to opposing criminal elements, law enforcement and collateral damage?

Even with something like the famous St Valentines Day Massacre - the victims were from a competitive mob. And when looking at the massacre - it was 7 victims, not 3,000.

Terrorism is different because its motivated by politics and religion and quite frankly Al-Qaeda has combined criminal behaviour and terrorism accross international boundaries. This is entirely new and requires new responses.

Whether the US Administrations responses are adequate or over the top is debatable, but to expect a mere criminal investigation is ridiculous.

Think of the difference between terrorists and organized crime along these lines..

Terrorists are not in it for the monetary profit..
